In 1990, San Joaquin County voters approved Measure K which established a ½-cent sales tax increase for roadway improvement projects. In order to plan the use of this funding source, the City initiated the Stockton Streets Improvement Project (SSIP) involving the task of studying nine major street corridors throughout the City. The goal was to determine the necessary roadway improvements to meet anticipated future traffic needs.

In 1994 the City Council adopted the SSIP and nine specific plans. The March Lane-El Dorado Street Improvement Project is included in those plans.
