Development Services

The Development Services team's primary responsibilities include:
  • reviewing subdivision master plans;
  • reviewing improvement plans for both single lot development and subdivisions for conformance to City standards and specifications;
  • reviewing parcel maps and subdivision maps;
  • preparing parcel map and subdivision map agreements;
  • preparing deferred improvement agreements;
  • filing notices of completion and notices of acceptance for completed improvements with the County Recorder's Office;
  • processing lot line adjustments and lot mergers;
  • processing certificates of compliance;
  • preparing reimbursement agreements;
  • administering landscape maintenance districts;
  • reviewing Engineer's Report for assessment districts;
  • reviewing improvement plans for bridges and City parks;
  • designing and reviewing small capital improvement projects;
  • reviewing and establishing areas of benefit;
  • reviewing and commenting on environmental reports, tentative maps and use permits;
  • preparing and/or reviewing maps and legal descriptions for the Housing and Redevelopment Department for City abandonments, easements and dedications;
  • preparing staff reports for items requiring City Council action; and,
  • assessment and Mello-Roos districts.
