Stockton Police Youth Activities Nearly 40 years ago, several Police Officers from the Stockton Police Department started the Stockton Police Youth Activities (SPYA), volunteering their time to help the youth of our city. Today, the SPYA is boasted as one of the city's top programs for youth. The SPYA is comprised of three components: the Stockton Police Department Junior Cadet Program, Police Athletic League's Boxing Program, and Junior Giants Program.
Junior Cadet Program Over the past 35 years, the Junior Cadet Program was overseen by many Police Officers. In more recent years, the program grew enormously. Junior Cadets for the first time worked with Community Service Officers at the mall, the Crime Prevention Fair, National Night Out, Stockton Police K-9 Trials, San Joaquin County Fair, Stockton Asparagus Festival, Waterfest, Cinco de Mayo parade, and First Night. As
the Stockton Police Department changed to Community Oriented Policing
and Problem Solving (COPPS), we recognized the need to continue our
commitment to our youth. We felt we could accomplish this by forming
a direct line of communication between the Stockton Police Department
and the youth of our community through recruiting more youths into
the Junior Cadet Program. This program ultimately shapes kids into
potential Police Officers and will help them develop responsibility,
trust, teamwork, and other leadership characteristics. Qualifications for joining the Junior Cadet Program include the following:
Anyone interested in becoming a Junior Cadet with the Stockton Police Department must complete an application and submit it to Officer Joe Silva, Stockton Police Department, 22 East Market Street, Stockton, CA 95202 or you can click here, complete the application (pdf), print, and mail or fax to Officer Silva. Applications can also be obtained by sending a request to Officer Joe Silva at the Stockton Police Department at joseph.silva@ci.stockton.ca.us The Junior Giants Program was developed to benefit children who want to play baseball but cannot afford to pay the required fees. The program is affiliated with the San Francisco Giants baseball organization, and operates during the summer months.

Police Athletic League's Boxing Program was developed for youth who
want to learn the fundamentals of boxing. The program is designed
to teach youth discipline, teamwork, and mental preparation. Program
participants are required to have a valid "passbook" to
box. The SPYA Boxing Club currently serves approximately 70 boys and
girls within the city of Stockton. Boxing Pro and former National
PAL Champion David Martinez also trains with the SPYA. Individuals

each case, the athlete membership application form must be filled
out in its entirety and signed by the applicant. If the applicant
is under the age of 18, it must be signed by his/her parent or legal
guardian only. No other person may sign for the parent or legal guardian.
