Photograph of Lieutenant Kevin HatanoThe Civic Center District is bounded on the south by Lafayette Street, east by the Union Pacific Railroad tracks, north at the Calaveras River, and west at San Joaquin River. The Civic Center District incorporates the Downtown Redevelopment sites and University Park and Magnolia District neighborhoods. Policing strategies in the District focus on positive community interaction in support of Downtown Revitalization Projects and Midtown Redevelopment.

Civic Center Officers also work cooperatively with the Downtown Alliance Hospitality Guides. In addition, Officers work with residents within the District to identify problems and develop solutions. Our goal is to continue to reduce crime in the area and impart a sense of safety for the citizens who work and live in, and visit the District. This has been accomplished by focused police and code enforcement activity.

Photograph of the Stockton Ballpark, opened April 2005.The City encourages special and community events Downtown at the Weber Point Events Center, Hunter's Square, McLeod Lake, Dean DeCarli Plaza, Janet Leigh Plaza, and the Civic Auditorium. This includes The Asparagus Festival, which now is held in Downtown Stockton. In addition, families also bring their children to favorite locations, such as the Children's Museum.

Downtown Revitalization continues to thrive as several businesses have relocated to Downtown, and other buildings are slated for restaurants and nightclubs. In December, 2003, the new City Centre Cinema opened its 16-screen theater at 222 North El Dorado Street, and was followed by the reopening of the Bob Hope Theatre in September 2004. The waterfront will be seeing many changes over the next few years which will complement these projects. With the completion of the Stockton Arena and Stockton Ballpark, sporting and special events are drawing residents and tourists to Downtown Stockton. The recent grand opening of the Sheraton Stockton Hotel at Regent Pointe, brings upscale lodging, meeting, and event amenities to the area, offering more opportunities for residents and businesses alike.


The ACE Transit Station is bustling with travelers to Downtown Stockton in the early morning and late evening hours and SJRTD buses relocated to a new hub at Weber and Sutter. The image of Downtown continues to change for visitors who now realize Downtown is one of the safest areas of the City. Signage in this area advertises the Crime Prevention Through Environmental Design (CPTED) techniques employed which include a system where closed circuit television cameras are periodically monitored and the presence of bicycle officers reinforce the safety reality.

Photograph of the Cineplex on El Dorado StreetThe Civic Center District also encompasses Stockton's Midtown area. The California State University, Stanislaus has opened classrooms on the Stockton Developmental grounds, and development is underway for other uses on the campus. Officers will work with District resources to solve problems on and near the University.

Several citizen groups exist within the District and have assisted the Department with the reduction of crime in the Civic Center District. The Miracle Mile Improvement District and the Louis Park Homeowner's Association and several neighborhood watch groups (e.g. Midtown Neighborhood Watch Group) help the Department in locating and solving problems within the Magnolia District with its boundaries as Miner, UPRR, Harding, and El Dorado.
