Requirements for Use of Parks

The following applies to picnics or events where there are more than 250 participants, food and/or beverages are sold or served, and music or a DJ may be appearing.

Insurance
User are asked to furnish a certificate of insurance in keeping with the city's current specifications.
Alcoholic Beverages
To serve or sell alcohol in conjunction with an event in a park requires liquor liability insurance coverage, and a Department of Alcohol Beverage Control (ABC) permit obtained 30 days in advance of the event.
Admission Tax and Concession Sales

Tax on admission is governed by City Ordinance 8-034. Certain parks have concession service contracts giving exclusive rights to the contractor to sell in that park (City Ordinance 5-022). No other sales are allowed.

In other parks, when permission is granted to sell, the renter is responsible to pay the city 20% of gross sales for all concessions. If no sales are requested, renter is not authorized to make any on-site sales.

Amplified Equipment, Music or Concerts
City Ordinance 3457, Section 5-702 does not allow amplified equipment, music or concerts in parks without the approval of the Stockton Police Department.

The department discourages amplification in parks designed for passive enjoyment by the community; however, if amplification is desired for an event, an assemblage permit would be required. The permit may be obtained from the Parks and Recreation Department.
Rental of Party Hopper, Astro Jump, Dunk Tank or Other Device
Photo of Party hopper in the park.Use of these devices in a park is not allowed unless the rental company provides insurance (a current list is available), notification of rental to the department, and a means of electricity to the renter. No vehicles are allowed in the park without permission. Renter is responsible for any damage which may occur during the event.
Ordinances and Permits
City Ordinance 5-022 prohibits unlawful acts in public parks. Applicable encroachment, fire, traffic and crowd control, and street right-of-way permits must be obtained for certain events.
Security
Required for all large or high risk events. The Police Department will make recommendations and renter may be required to pay Police Department for these services

Miscellaneous

  • The San Joaquin County Deputy Sheriff, Boating and Safety Division, must approve use of waterways within city facilities.

  • Use of portable restrooms in parks must be approved in advance, and the location must be coordinated with parks personnel. The restroom must be removed immediately after the event.

  • In the event of damage caused by a ball, the liable party will be the person who caused the ball to become errant. The City does not accept liability for any damages resulting from an errant ball.
