The City of Stockton (City) Municipal Utilities Department is
required to conduct inspections of industrial facilities for
compliance with the City’s storm water requirements as directed
by Item D, Provisions Number 11.b. i. (a) and (b) of the City’s
National Pollutant Discharge Elimination System (NPDES) Permit
CAS083470, Waste Discharge Requirements Order No. R5-2002-0181
(Order), issued by the California Regional Water Quality Control
Board (CRWQCB).
Businesses with certain Standard Industrial Codes (SIC)
are automatically included in the State of California’s
General Permit for Industrial Activities. Additionally,
any business that is determined to possess the potential
to contribute significant sources of pollution to the storm
water system can be added to the State's General Permit.
Each industrial facility shall be inspected twice during
the five-year term of this Order; however, secondary inspections
need not be conducted on those facilities determined to
have no risk of exposure of industrial activity to storm
water after the initial inspection.
Inspections are designed to verify: (1) whether the facility
operator has received educational materials on storm water
pollution prevention practices and regulations; (2) the
facility operator is in compliance with local storm water
ordinances; (3) the potential for discharge of pollutants
in storm water is reduced to the maximum extent practicable
(MEP); sources to be inspected may include, but are not
limited to, industrial processes; equipment and vehicle
maintenance and storage; equipment, vehicle, and surface
washing; raw material and product handling and storage;
solid waste handling and storage; and hazardous waste handling
and storage; (4) unauthorized non-storm water discharges
do not occur at the facility; and, (5) illicit connections
are not evident.
In addition, the inspectors will confirm that each operator: (1)
has a current Waste Discharge Identification (WDID) number for
facilities discharging storm water associated with industrial
activity; (2) that a Storm Water Pollution Prevention Plan (SWPPP)
is available on-site; and, (3) that the operator is effectively
implementing Best Management Practices (BMPs) in compliance with
local ordinances.
Each designated facility will be contacted in advance to
schedule a site inspection visit; please note that all initial
inspections must be completed by October 2007. The inspections
will be conducted by Condor Earth Technologies, Inc., personnel.
Upon arrival, Condor will conduct a brief interview of the
facility’s site manager, a brief review of the facility’s
SWPPP and current annual report, and an inspection of the
facility’s interior and exterior to determine specific areas
of concern and BMPs. We request that a knowledgeable representative
be available to accompany the inspectors during the facility
inspection to answer any facility-specific questions that
arise. Condor will distribute educational materials provided
by the Municipal Utilities Department to the facility’s
site manager as appropriate. Condor will also provide a
copy of inspection form to the facility manager at the end
of each inspection and a written report with recommendations
and corrective actions (if there are any) will be sent by
mail. Facilities with serious pollution problems may require additional inspections. Each required inspection will be billed at a rate of $306.04.
