Job Categories & Types of Appointments
The
City of Stockton is a charter city which was
incorporated in 1849. The Charter provides for
a Civil Service Commission appointed by the City
Council. The Civil Service Commission adopts
rules and regulations governing the administration
of the Civil Service System or the Classified Service.
Employment Categories
- Classified
All positions covered by the Civil Service System are in the “classified service” also known as the “competitive service” and are “included” in the Civil Service System.
An appointment to classified service is one based upon successfully completing a competitive examination administered by the Civil Service Commission. These exams are designed to measure a candidate’s merit, efficiency, and fitness, before being appointed. In addition, a candidate must meet the minimum qualifications set forth in the class specification adopted by the Civil Service Commission.
The Civil Service System assures employees that they are employed, promoted, and awarded pay increases based solely on merit for a particular job and acceptable performance in this job.
- Unclassified
“Unclassified” or “Noncompetitive” are the exact opposite of “classified” or “competitive,” and are “excluded” from the Civil Service System.
Some appointments to unclassified positions may be made without competitive examination (e.g., part-time, seasonal, substitute, temporary, provisional). Some positions are automatically excluded by operation of local laws, ordinances, and bargaining agreements. Certain industry standards may be used to determine whether a position should be excluded from the Classified Service, among which are:
- Does the position require an employee to possess and utilize skills that are professional in nature and attained through special training or past experience?
- Is the position responsible for the formulation or recommendation of policy?
- Is the position in a direct reporting relationship to an elected official, a department head, or a deputy department head?
Types
of Appointments
- Probationary
Appointment
Most positions within the system are subject to a probationary period
ranging from 6 months to 18 months, depending on classification. This
period is regarded as an integral part of the examination process and
allows the supervisor to evaluate an employee's performance.
- Regular
Appointment
Employees who successfully complete their probationary period receive
regular Civil Service status and are entitled to full benefits under
the system.
- Provisional
and Temporary Appointments
From time to time there is a need for extra help or, in the absence
of a current eligible list, a department may appoint a provisional
or temporary employee.
- Temporary
Appointments
Not more than 9 months in a fiscal year and must be appointed from
an existing eligible list.
- Provisional
Appointments
Must meet the qualifications for the position and generally are
appointed from an existing list, if available. Initial appointment
is for 2 months, which may be extended up to 3 times with approval
of the Civil Service Commission.
