Federal Stimulus

American Recovery and Reinvestment Act (ARRA)

On February 17, 2009 the American Recovery and Reinvestment Act (Stimulus) was signed into law to stimulate the economy and to save and create jobs.  The $787 billion stimulus package was implemented by a number of federal, state, and local government entities on an extremely accelerated timetable.  The City funding through formula and discretionary grants, which come with very strict guidelines intended to maximize transparency and accountability, and minimize waste, fraud, and abuse. 

 

Federal Reporting

The City of Stockton is required to file reports for Federal Stimulus funding received.  A list of reports is provided by category below.

 

Energy Efficiency and Community Block Grant (EECBG)

Community Oriented Policing Services (COPS)

These grants are administered by the Stockton Police Department.  For additional information about COPS grants, please contact the Police Department.

 

COPS Hiring Recovery Program Grant (CHRP) 

U.S. Department of Housing and Urban Development (HUD)

Grants awarded by HUD are administered by the City of Stockton Economic Development Department Housing Division.  For information about HUD grants, please contact the Housing Division

Energy Efficiency and Conservation Block Grant (EECBG)

  • City Department: City Manager's Office on behalf of several City Departments
  • Grantor: U.S. Department of Energy
  • Date: December 7, 2009 to December 6, 2012
  • Funding: $2,728,700
  • Description: Energy efficiency projects for City Buildings, such as the Civic Auditorium, main Police Department, and Central Library; Climate Action Plan and Green Building Program; energy efficient appliances and building elements for homes purchased and rehabilitated under the Neighborhood Stabilization Program; business recycling program to increase environmental stewardship; street light (LED) retrofit; increase recycling in multi-family units. 

 

Transportation Projects (Street Overlay) 

  • City Department: Public Works
  • Grantor: Funding is part of a regional submission through San Joaquin County of Government(COG).
  • Date: June 17, 2009 to June 30, 2015
  • Funding: $6,141,391
  • Description: Various Street Overlay projects.  List of Public Works Projects funded.   

 

Airport Way Streetscape Phase II 

  • City Department: Public Works
  • Grantor: Funding is part of a regional submission through San Joaquin County Council of Governments (COG).
  • Date: January 1, 2010 to June 30, 2014
  • Funding: $1,000,000
  • Description: Streetscape improvements.

 

Community Oriented Policing Services (COPS) 

  • City Department: Police Department
  • Grantor: U.S. Department of Justice
  • Date: July 1, 2012 to June 30, 2015
  • Funding: $7,932,160
  • Description: Funding for twenty (20) Police Officer positions.

 

Justice Assistance Grant (JAG)

  • City Department: Police Department
  • Grantor: U.S. Department of Justice
  • Date: March 1, 2009 to February 28, 2013
  • Funding: $1,413, 697
  • Description: The City of Stockton’s share of $1,413,697 will be used to fund two (2) City Manager’s staff Youth Outreach Workers, six (6) Police Officers and one (1) supervisor to combat gang violence.

 

Homeless Prevention & Re-housing Program (HPRP)

  • City Department: Economic Department 
  • Grantor: U.S. Housing & Urban Development
  • Date: August 28, 2009 to May 12, 2012
  • Funding: $1,725,572
  • Description: Homeless prevention activities. 

 

Community Development Block Grant - Recovery (CDBG-R)

  • City Department: Economic Development
  • Grantor: U.S. Housing & Urban Development  
  • Date: September 1 to September 30, 2012
  • Funding Available: $1,128,456
  • Description: Revitalization department will use these funds to provide gap financing for affordable housing projects that are shovel ready.
