The most immediate priority for her second term, will be to provide policy direction and support to Stockton's management staff to facilitate successful negotiations of a Plan of Adjustment and bring Stockton out of bankruptcy. Additional high priorities for her second term are the numerous water issues facing Stockton and the San Joaquin region. Fostering economic development opportunities, with a focus on family-wage jobs, will also be a priority in the coming year as the economy begins to recover. Kathy will focus much of her work on continuing to secure funding for critical infrastructure and continued revitalization of downtown.

In 2004, Kathy became the Executive Director for the Downtown Stockton Alliance, a position she held for more than four years. The Alliance is a property and business improvement district, with an annual budget of over $1 million, whose mission is to develop, promote and maintain historic downtown Stockton as a regional business, cultural and entertainment destination.
