Certificate of Appropriateness

A Certificate of Appropriateness is required within a Historic Preservation District or at any location designated as a Historic Landmark. Stockton currently has two Historic Preservation Districts, the Magnolia Historic Preservation District and Doctor's Row Historic Preservation District, which is located in University Park.  For any changes to a natural feature, site or structure, within these districts, a Certificate of Appropriateness is required, including:

  • Any new construction
  • Exterior alterations
  • Expansions
  • Demolitions
  • Relocations
  • Removals of any artifacts or natural features
  • Removal, alteration, expansion, or addition of lights, signs, landscaping, street trees, or other frontage improvements

 

Certificate Required

In general, a Certificate of Appropriateness is required for any exterior alteration, expansion, demolition, relocation, or removal of any artifact, natural feature, site, or structure within a historic preservation district; any exterior alteration, expansion, construction, demolition, relocation, or removal of any designated historic landmark; any new construction within a historic preservation district or on the property of a landmark; and any removal, alteration, expansion, or addition of lights, signs, landscaping, street trees, or other frontage improvements in a historic preservation district or property of a landmark.

 

Certificate Not Required

In general, a Certificate of Appropriateness is not required for interior changes to a structure and minor changes, including landscaping which does not alter the style of the site or structure or adversely impact the general architectural and/or cultural features of  the property; electronic security systems; interior fire and life safety devices and/or systems; and other conditions that the Director determines to be minor.  A Certificate of Appropriateness is also not required if the Director determines that an emergency or hazardous condition exists and that it need to be corrected to ensure public health, safety, and welfare.
