Function:

Act as the agent of the governing boards of its constituents (City of Stockton, County of San Joaquin, and Unified School Districts representing Stockton, Lincoln, Lodi and Manteca).

Legal Authority:

Commission established by City Council Resolution No. 24,078 - September 30, 1963 and 98-0415 - October 6, 1998; Resolution No. 00-0409 - August 8, 2000; 03-0001 - January 7, 2003; Resolution No. 07-0345 - August 14, 2007.

Appointing Authority:

City Council appoints one of its members plus 3 lay members; SJC Board of Supervisors and the Stockton, Lincoln, Lodi and Manteca School Boards shall appoint one for each governing agency; YAC shall appoint one member.

Term of Office:

6 members conform to respective governing body; 3 Lay members (2 even and 1 odd yrs) may serve 2 consecutive 4-yr terms, plus unexpired term; YAC shall serve a 1 yr term, September 1-August 31.

Membership:

Ten (10) members: a. One (1) member of the governing body of each of the six (6) political subdivisions; b. Three (3) lay members to be appointed by the City Council; c. One (1) Youth Advisory Commission (YAC)member.
