Office of the City Clerk

The City Clerk's Office is comprised of three divisions:

Operations Division
Records Division
Elections Division

Operations Division

Provides support services (ensures agenda posting and public hearing notification requirements are met, prepares minutes and/or agendas) for:
Oversees the publication of all legal notices pertaining to the City Council and Redevelopment Agency
Prepares the annotated Council agenda
Prepares updates to the Stockton Municipal Code and the Boards and Commissions Roster on a quarterly basis, and the Charter and Civil Service Rules and Regulations as necessary.
Processes resolutions and ordinances
Receives/conducts bid openings
Custodian of the official City seal
Administers Oaths of Office to all new City employees as well as board and commission members
All claims and summonses against the City are received in this office

Records Division

Receives, indexes, classifies and files records applicable to the actions of the City Council, Redevelopment Agency, Public Financing Authority, Civil Service Commission and the Equal Employment Commission.
Researches and retrieves records for the public or city staff as requested
Beginning July 01, 2003 the City Clerk's Office started accepting passport applications.
Develops and implements records retention policy in accordance with State of California statutes and good records management principles, i.e.,

  • Preserves the hard copies and/or microfilm of designated permanent records
  • Identifies and destroys designated records which have fulfilled their administrative, fiscal, and/or legal value.
Maintains contract and deed inventories, and the City tickler
Provides assistance to other City departments in setting up their records systems

Elections Division

Conducts all City Elections.

Adjusts Council District boundaries.

Manages all the nominations for Council office.

Prepares the Candidates Information Guide for Council Elections.

Receives Campaign Statements on a continuing basis through the year as required by the State.

Receives all Statements of Economic Interests filed by Councilmembers, Boards and Commissions, and Designated Employees.

Provides Campaign Statement and Economic Interests Statement forms; maintains these statements in original form and image archive.

Monitors the filings and initiates amendments or updates to the City's Conflict of Interest Code.

Promotes Voter Registration and Participation.
