Meeting Minutes

Opening Comments:

Mayor Edward Chavez called the meeting to order at 3:40 p.m. and gave his welcome remarks.

OPEN DISCUSSION:

A letter sent to Mayor Chavez from Judge Murray was handed out to all in attendance. The letter stated some requirements that Judge Murray felt were necessary to reduce crime and enhance the quality of life in our community. Theses requirements are: 1) Larger Jail; 2) Enhanced Treatment and Rehabilitation Programming; 3) Enhanced Probation Department Resources; 4) Enhanced Judicial Resources; and 5) Enhanced Prevention Efforts. Brainstorming Issues

Mayor Chavez asked that the committee brainstorm key issues.

Reverend Hailey pointed out that he did not believe a bigger jail was a solution, he feels that the money should be put into prevention and rehabilitation programs.

Jim Larsen would like a breakdown of short-term and long-term solutions as well as low-cost/no-cost solutions.

Duane Isetti stated that the three key points to study should be prevention, enforcement and rehabilitation.

Bill Magladry asked a question regarding the possible use of the women’s facility located in Stockton. Mayor Chavez stated that the state is currently using it as a training facility. Sheriff Heidelbach pointed out that the eight hundred bed facility has been vacant for several years and it is now used to train and house state trainees. It may turn back into a state prison in the future.

Duane Isetti noted that a task force should be developed for jail space. Sheriff Heidelbach stated that an assessment is being done for additional jail space, however it does look at alternative solutions. Judge Murray asked that the assessment be done without taking costs into account then taking it to the taxpayers.

Reverend Hailey stated that he is against plea bargaining. Judge Murray stated that plea bargaining is necessary due to the lack of space in jails among other things

Jesse DeLaCruz asked the Mayor what type of program should be developed to address crime in Stockton and make it a “good fit” for Stockton. Mayor Chavez responded that he would support any program that guaranteed that Stockton would not receive the problems of other cities.

John Bailey asked if we should split into subcommittees. Everyone agreed that the committee should split and the three sub-committees should be Prevention, Enforcement and Rehabilitation.

The Sub-Committee topics are:

PREVENTION:
Job creation by getting the private sector involved
Enhance after school programs
Trade schools/internships/job shadowing
Enhance gang/drug/mental health outreach and programs
Early intervention
Mentorship programs
More resource officers in schools
Better street lighting in neighborhoods
Increase the number of security cameras citywide
Mentorship programs
Enhance the peacekeepers program
Headstart/family outreach/ community partnership for families
Get religious institutions involved

ENFORCEMENT:
Bigger Jail
Increase treatment programs
Feasibility study on double occupancy capacity of jails
City-County task force to enhance services
Decentralize the Police Department
SPD vs. Sheriff Jurisdiction issues – do we redraw jurisdiction boundaries?

REHABILITATION:
Jobs/education – provide skills for those entering society
Categorize crimes and pinpoint specific needs
Enhance treatment programs
Expand Beyond Incarceration program
Enhance Probation
Enhance Juvenile Services
Mentorship programs
Get community involved/educated on issues
Post incarceration educational classes
Create all-encompassing resource center

Bill Magladry stated that the city needs business owners to hire the ex-convicts.

Dwayne Isetti stated that the biggest crime factors include mental health, drugs, domestic violence and gangs. Susan Eggman added poverty as another factor.

Bill Brown asked what the top crimes in Stockton are. Wayne Hose stated that the number one crime in Stockton is theft and the number two crime is assault and battery.

Mayor Chavez announced that the committee would be breaking up into three sub-committees at the next meeting.

The next Committee Meeting has been scheduled for May 17, 2006 at 3:00 p.m. at the Cesar Chavez Library, Stewart Hazelton Room located at 605 North El Dorado Street, Stockton.
