Opening Comments:
- The Meeting was called to order by Mayor Edward Chavez at 3:36 p.m.
- Mayor Chavez gave his welcome remarks.
OPEN DISCUSSION:
Mayor Chavez introduced Sergeant Rodney Rego from the Stockton Police Department’s
Gang Violence Suppression Unit, Investigations Division. Sgt. Rego has
been with the unit for 12 years.
Sgt. Rego gave a PowerPoint presentation* on the subject of gangs in the
Stockton area.
- What is the Gang Violence Suppression Unit?
- The Gang Violence Suppression Unit consists of a team of specialized
uniformed officers that concentrate their efforts in high gang problem
neighborhoods.
- The District Attorney’s office has a gang unit that works very
close with this group.
- Unit also works with the Sheriffs office, County Probation, Department
of Justice, PACT, CDC Parole, CYA Parole and more.
- What is a gang?
- Penal Code 186.22 - "Any ongoing organization, association, or
group of three or more persons, whether formal or informal, having as
one of its primary activities the commission of... criminal acts... having
a common name or common identifying sign or symbol, and whose members
individually or collectively engage in, or have engaged in, a pattern
of criminal gang activity."

- Assault with a deadly weapon;

- Car jackings.

- Gangs are validated through FI cards, reports, interviews and photos.

- Court, jail or in custody admission;
- Arrested with other gang members;
- Hanging out with other gang members.

Questions
- Are there any predominantly white gangs?
- Currently there are no validated white gangs in Stockton.
- Are there any locations in Stockton that should be avoided?
- There are gang members in every community. You have to use good
judgment.
- Can you rehabilitate a gang member?
- It is possible, however very rare. It is also very hard for someone
to get out of gang (it can be deadly).
- How do you keep children out of gangs?
- Education for both children and parents and using Peacekeepers to talk
to the children.
- Why does it look like all the gang members in the presentation are young
kids, where are the older members?
- Members 30 or older or usually dead or in jail.
- Do organized crime laws apply to gang members?
- Yes, organized crime laws do apply to gang members.

p.m. at the Stewart Hazelton Room of the Cesar Chavez Library located at 605
N. El Dorado Street, Stockton. The committee will hear a presentation
from County Administrator Manuel Lopez.
