What is a General Plan?

A General Plan is required by the state to guide city growth, land use, infrastructure and planning for city services. Stockton's planning area boundaries generally extend to Armstrong Road and Live Oak Road on the north; Jack Tone Road on the east; Roth Road on the south; and the San Joaquin River, Burns Cutoff, Stockton Deep Water Channel, Fourteen Mile Slough, and Bishop Cut on the west. Residents have expressed a desire to plan the City as a series of distinctive neighborhoods and villages and to revitalize districts and corridors.
