Smith Canal is a man-made, historically significant, and navigable urban waterway that extends from the Delta 2.5 miles upstream to Yosemite Lake.

In March 2003, City Manager Mark Lewis implemented the Smith Canal Task Force. This task force was charged with the responsibility of addressing high priority issues facing Smith's Canal and other waterways in the City limits.

The task force has developed a collaborative relationship with members of Friends of Smith Canal, Army Corp of Engineers, Department of Fish and Game, Reclamation Districts 828 and 1614, County Environmental Health, County Code Enforcement, and San Joaquin County Sheriff Department. These relationships will allow for a comprehensive approach to address waterways issues across jurisdictions.

On April 28, 2003 City, County and Reclamation District staff first met with Friends of Smith Canal to discuss current issues affecting residents along Smith Canal. After many discussions and tours of Smith Canal, a comprehensive multi-departmental, multi-agency plan was developed.
