SEC. 10-200. GENERALLY:
Unless otherwise specifically provided, or required by the context, the following terms have the meanings set forth in this Division.

SEC. 10-201. DEFINITIONS:
a. AMBULANCE: A vehicle specially constructed, modified or equipped and used for the purpose of transporting sick, injured, convalescent, infirmed, or otherwise incapacitated persons. Ambulance does not include the non-emergency transportation of persons confined to wheelchairs.
b. AMBULANCE SERVICE: "Ambulance Service" means the activity, business or service for hire, profit, or otherwise, of transporting one or more persons by ambulance on or in any of the streets, roads, highways, alleys, or any public way or place in this County.
c. AMBULANCE PROVIDER: "Ambulance Provider" means a person, firm, partnership, corporation or other organization which furnishes or offers to furnish ambulance service within a zone.
d. AMBULANCE DRIVER: "Ambulance Driver" means a person properly licensed by the State of California as an ambulance driver and who is minimally certified as an Emergency Medical Technician I - Ambulance (EMT-IA).
e. AMBULANCE ATTENDANT: "Ambulance Attendant" means a person who is minimally certified as an Emergency Medical Technician I - Ambulance (EMT-IA) whose primary duty is to care for the sick, injured or disabled persons while they are being transported in an ambulance.
f. AMBULANCE STATION: "Ambulance Station" means the premises (including living quarters) located within a zone from which the ambulance provider renders service to that zone.
g. CODE 1, 2, AND 3 CALLS:
1) Code 1 - Routine or scheduled transportation of patients between facilities or to a facility for normal (non-emergency) treatment.
2) Code 2 - An emergency where time is critical, requiring immediate response by the ambulance provider, without red light and siren.
3) Code 3 - An emergency where time is critical, requiring immediate response with red light and siren.
h. DESIGNATED DISPATCH CENTER: A dispatch center designated by the County for dispatch within a zone(s) for emergency ambulance service.
i. EMERGENCY RESPONSE ZONES: "Emergency Response Zones" means the areas shown on the map entitled "Emergency Response Zones of San Joaquin County" on file in the office of the Sheriff and the Clerk of the Board, and as it may be changed from time to time by the San Joaquin County Board of Supervisors.
j. EMERGENCY RESPONSE ZONE LIST: "Emergency Response Zone List" means that list of permittees for each emergency response area who possess an emergency ambulance service permit.
k. EMERGENCY CALL: "Emergency Call" means a request for an ambulance to transport or assist persons in apparent sudden need of medical attention, or, in medical emergency, as determined by a physician, to transport blood, or any therapeutic device, accessory to such device, or tissue or organ for transplant.
l. NON-EMERGENCY CALL: "Non-emergency Call" means an ambulance call for a purpose other than an emergency.
m. EMERGENCY SERVICE: "Emergency Service" means the service performed in response to an emergency call. Emergency service also includes transportation of a patient, regardless of a presumption of death of the patient, or transportation of a body for the purpose of making an anatomical gift, as provided in Section 12811, Vehicle Code, and the Uniform Anatomical Gift Act, Health and Safety Code.
n. PRIVATE CALL: "Private Call" means any call that is received by the ambulance provider directly from a private party for services.
o. DRY RUN: "Dry Run" means any ambulance response made as a result of an emergency call whereupon after responding to said call it is found that no ambulance is needed.
p. PERMIT OFFICER: "Permit Officer" means the Director of Health Care Services or his designee.
q. AMBULANCE OPERATOR'S PERMIT: "Ambulance Operator's Permit" means written authorization by the County to provide non-emergency ambulance service within the County.
r. EMERGENCY AMBULANCE SERVICE PERMIT: "Emergency Ambulance Service Permit" means written authorization by the County to provide emergency ambulance service within County specified ambulance response zones, and non-emergency services within the County.
s. EMERGENCY MEDICAL TECHNICIAN - PARAMEDIC (EMT-P): "EMT-P" means an individual trained and certified in advanced life support care in accordance with the provisions contained in Division 2.5 of the California Health and Safety Code and such additional requirements as the San Joaquin County EMS Agency may adopt.
t. EMERGENCY MEDICAL TECHNICIAN I - AMBULANCE(EMT-IA): "EMT-IA" means an individual trained and certified in basic life support care in accordance with the provisions contained in Title 22, California Administrative Code, Division 9, et seq.
