SEC. 10-150. APPLICATION:
Pursuant to California Vehicle Code Section 21114.5, any physically disabled person or any person fifty (50) years of age or older may apply to the Chief of Police for a permit to operate an electric cart on public sidewalks in the City of Stockton. Each application shall be accompanied by a fee as may be established and fixed from time to time by resolution of the City Council. For the purposes of this Part, the term "sidewalk" shall include any "sidewalk" as defined in California Vehicle Code Section 555 and any "crosswalk" as defined in California Vehicle Code Section 275.

SEC. 10-151. PERMIT ISSUANCE:
If the applicant demonstrates to the satisfaction of the Chief of Police the need for issuance of the permit and the applicant's ability to safely operate an electric cart on public sidewalks, the Chief of Police shall issue a permit to operate the applicant's vehicle on public sidewalks, and a sticker to be affixed to the applicant's vehicle.

SEC. 10-152. EXPIRATION AND REVOCATION:
Permits shall be effective for a period of three (3) years. The Chief of Police shall have the authority to revoke any permit prior to expiration, upon a finding and determination that the permit is no longer needed or that the permit holder can no longer safely operate the vehicle on public sidewalks.

SEC. 10-153. OPERATION AUTHORIZED WITH PERMIT:
Any holder of a valid permit issued pursuant to this Part is authorized to operate an electric cart on public sidewalks, provided that the permit is in his or her possession, and provided that the sticker is affixed to the electric cart.
