SEC. 10-037. DEFINITIONS:
For the purpose of this Part, certain words and phrases are defined as follows:
1. COMMERCIAL VEHICLE. Any self-propelled vehicle having a manufacturer's rated capacity of over one and one-half(1-1/2) tons, designated for or engaged in, carrying merchandise, freight or other material, whether such vehicle be laden or unladen. Nothing herein shall be deemed to mean or include railroad, street, or interurban railway cars, or vehicles for the carriage of passengers.

SEC. 10-038. TRUCK TRAFFIC ROUTE MAP:
Certain streets, avenues, and ways in the City of Stockton are hereby designated and made truck traffic routes as delineated upon that certain map attached to and made a part of Section 10-044 of this code and entitled "TRUCK TRAFFIC ROUTE MAP" and endorsed "Exhibit 'A' of Part II of Chapter 10 of the Stockton Municipal Code," which said map is hereby referred to, and by this reference said map and all notations shown thereon is hereby made a part of Section 10-044 of this Code. All streets, avenues and ways delineated on said map which are outside of the corporate limits of the City of Stockton are hereby declared to be shown for informatory purposes only, and to assist operators of vehicles coming within the intent hereof in locating appropriate connections from routes of travel outside of the City of Stockton to the designated truck traffic routes within the City of Stockton.

SEC. 10-039. TRUCK ROUTES FOR COMMERCIAL VEHICLES:
When any such truck traffic route or routes are designated by appropriate signs, the operator of a commercial vehicle or of any vehicle exceeding a maximum gross weight limit of three (3) tons, shall drive on such route or routes and on none other except when necessary to traverse another street or streets to a destination for the purpose of loading or unloading, but then only by such deviation from the nearest truck traffic route as is reasonably necessary.
SEC. 10-039.1. TRUCK PARKING:
No person shall stop, stand or park any commercial vehicle or any vehicle having a gross weight limit exceeding three (3) tons on any street upon which the driving of such vehicle is prohibited by Section 10-039 of this Code, unless such stopping, standing or parking is for a purpose expressly permitted by said Section.

SEC. 10-040. TRUCK TRAFFIC ROUTES FOR VEHICLES TRANSPORTING FLAMMABLE LIQUIDS:
When any truck traffic route or routes are designated for use by vehicles transporting flammable liquids by appropriate signs, the operator of any tank vehicle, as defined in the Uniform Fire Code, transporting flammable liquids of Class I or Class II, as defined in the Uniform Fire Code, shall drive on such route or routes and on none other, except when necessary to traverse another street or streets for the purpose of loading or unloading, but then only by such deviation as is reasonably necessary; except that tank vehicles divided into compartments not exceeding six hundred (600) gallons capacity in each compartment may travel on any of the designated truck traffic routes. Every tank vehicle shall be operated in compliance with the provisions of the Uniform Fire Code and the California Administrative Code.

SEC. 10-041. TRUCK TRAFFIC ROUTES FOR VEHICLES TRANSPORTING EXPLOSIVES:
The operator of a vehicle transporting explosives, as defined in the Uniform Fire Code, shall drive only on the route or routes designated for use by vehicles transporting flammable liquids, except when necessary to traverse another street or streets for the purpose of loading or unloading, but then only by such deviation as is reasonably necessary. Every vehicle transporting explosives shall be operated in compliance with the provisions of the Uniform Fire Code and the California Administrative Code.

SEC. 10-042. SIGNS DESIGNATING TRUCK ROUTES:
The City Manager is hereby authorized and directed to have appropriate signs erected indicating that such streets, avenues and ways lying within the corporate limits of the City of Stockton, as shown on the said Truck Traffic Route Map, are truck traffic routes designated for the purposes herein set forth.
SEC. 10-043. COMPLIANCE:
The operators of all vehicles coming within the purport hereof shall fully comply with all its provisions, except that the provisions hereof shall not apply to emergency vehicles of the Police Department or the Fire Department of the City of Stockton, nor to vehicles of any public utility, while any of such vehicles are actually engaged in the performance of emergency duties necessary to be performed by said public departments or by any such public utility.
SEC. 10-044. TRUCK ROUTES DESIGNATED:
The following Truck Traffic Route Map adopted by Section 10-038 of this Code designates routes for commercial vehicles and vehicles transporting flammable liquids, within the City of Stockton.
