SEC. 9-317. POWERS:

When bonds are issued pursuant to this plan, the bond provisions of the Improvement Act of 1911 shall apply, provided that alternate methods of collecting the assessments may be employed as provided in Division 7 of this Code.

SEC. 9-318. FIRST PENALTY:

The first one percent (1%) penalty on the bonds shall be retained by the Director of Finance and charged as a cost of serving the delinquency.
