QUALITY OF PETROLEUM PRODUCTS SOLD AND DELIVERED IN THE CITY OF STOCKTON


SEC. 4-082. GASOLINE DEFINED:

For the purposes set forth herein, gasoline is defined as follows: A liquid petroleum product which conforms to the following standards, tests and requirements:
(a) It shall be free from water, and suspended matter.
(b) A clean copper strip shall not show more than extremely slight discoloration when submerged in the gasoline for three (3) hours at 122o F., the test being conducted in accordance with the American Society for Testing Materials Standard D 130-27T.
(c) It shall distill within the following limits, when tested in accordance with the American Society for Testing Materials Standard D 86-27, using the low distillation thermometer.
1. When twenty percent (20%) has been recovered in the receiver, the thermometer shall not read more than 221o F.
2. When fifty percent (50%) has been recovered in the receiver, the thermometer shall not read more than 284o F.
3. When ninety percent (90%) has been recovered in the receiver, the thermometer shall not read more than 392o F.
4. The end point shall not be higher than 437o F.
5. At least ninety five percent (95%) shall be recovered as distillate in the receiver from the distillation.

SEC. 4-083. FALSE OR MISLEADING LABELS ON PETROLEUM PRODUCTS:

It shall be unlawful for any person, firm or corporation to display any label upon any container containing any petroleum product which label names or describes a petroleum product not actually contained therein, but which is sold, offered for sale, or delivered as such product.

SEC. 4-084. INFERIOR PETROLEUM PRODUCTS — HOW LABELED:

Any petroleum motor fuel offered for sale or delivery in the City of Stockton which does not conform to the requirements of Section 4-082 hereof shall be labeled "Not Gasoline" in letters of the same size as specified in Section 4-085 hereof.

SEC. 4-085. SALE AND DELIVERY OF PETROLEUM PRODUCTS:

It shall be unlawful for any person, firm or corporation, to sell, offer for sale, or deliver, cause or permit to be sold, offered for sale or delivery in the City of Stockton any petroleum products as a fuel for internal combustion engines which does not conform to the requirements of Section 4-082 hereof, unless there shall be firmly attached or painted at or near the point of outlet from which said petroleum products represented as fuel for internal combustion engines is drawn or poured for sale or delivery, a sign or label consisting of the following legend in red letters not less than one and one half (1-1/2) inches in height on a white background and not less than twice the size of any other letters or words appearing on or near said label or sign: "Not Gasoline."

SEC. 4-086. AUTHORITY OF STATE DIVISION OF WEIGHTS AND MEASURES:

The Division of Weights and Measures of the Department of Agriculture of the State of California is hereby authorized and empowered to take such sample or samples, as they may deem necessary, of any gasoline kept, stored, transported, or sold within the City of Stockton.

SEC. 4-087. INTERFERENCE WITH STATE DIVISION OF WEIGHTS AND MEASURES:

It shall be unlawful for any person, firm or corporation to refuse to permit, or to in any manner interfere with the Division of Weights and Measures of the Department of Agriculture of the State of California, or any person duly authorized by it to take such sample or samples as provided in Section 4-086 hereof.

SEC. 4-088. SALE AND DELIVERY OF INFERIOR PETROLEUM PRODUCTS — UNLAWFUL:

It shall be unlawful for any person, firm or corporation to sell, offer for sale, or deliver, or to cause or permit to be sold, offered for sale or delivered within the City of Stockton, gasoline, unless such gasoline shall conform to the standards and tests fixed and established in Section 4-082 hereof.
