Redevelopment 101

The term "redevelopment" is often misunderstood.  Some people equate redevelopment to government in cahoots with greedy developers jumping at any chance to take private property and turn it into a shopping center.  Others have some vague notion that it has something to do with downtown but not much to do with me.

In actuality, redevelopment refers to state and federal statutes which give cities and counties the authority to establish redevelopment agencies and give the agencies the authority to attack problems of urban decay. For us, this is California Redevelopment Law.  The fundamental tools of a redevelopment agency include the authority to acquire real property, the power of eminent domain, to develop and sell property without bidding and the authority and obligation to relocate persons who have interests in the property acquired by the agency. The financing of such operations might come from borrowing from federal or state governments and selling bonds and from "Tax Increment Financing."

The City of Stockton Redevelopment Agency was formed in 1955. The City Councilmembers are the government board for the Redevelopment Agency. 


Project Areas

 

Through the redevelopment process, designated project areas receive focused attention and financial investment to reverse deteriorating trends, create jobs, revitalize the business climate, rehabilitate and add to the housing stock, and gain active participation and investment by citizens that would not otherwise occur.
