Planning and training is a large part of disaster preparedness and response. On April 10, 2002, the City of Stockton held a Chemical Full-Scale Exercise. In addition to this exercise, the City of Stockton has completed formal training in Weapons of Mass Destruction (WMD) terrorist attacks.

The City is also planning and training for medical response to nuclear, chemical and biological terrorist attacks.

The Metropolitan Medical Response System (MMRS) has been designed and implemented to prepare, train and respond to a WMD terrorist event. This includes providing advanced first-aid procedures and medications, mass casualty treatment, mass casualty decontamination procedures, and response of specialized equipment and personnel.
