The City of Stockton (City) Municipal Utilities Department
is required to conduct inspections of commercial facilities for
compliance with the City's storm water requirements as directed
by Item D, Provisions Number 11.b. i. (a) and (b) of the City's
National Pollutant Discharge Elimination System (NPDES) Permit CAS083470,
Waste Discharge Requirements Order No. R5-2002-0181 (Order), issued
by the California Regional Water Quality Control Board (CRWQCB).
As directed by the Order, facilities slated for compliance inspection
shall include, but not be limited to, auto body shops, auto dealers,
auto repair shops, dry cleaners, equipment rentals, kennels, nurseries,
restaurants, and retail gasoline outlets (RGOs). Additionally,
any business that is determined to possess the potential to contribute
significant sources of pollution to the storm water system can be
added to the Program. Each facility or business shall be inspected
twice during the five-year term of this Order; however, secondary
inspections need not be conducted on those facilities determined
to have no risk of exposure to storm water after the initial inspection.
Inspections are designed to: (1) provide the facility operator with
educational materials on storm water pollution prevention practices
and regulations; (2) verify the facility operator is in compliance
with local storm water ordinances; and, (3) verify the potential
for discharge of pollutants in storm water is reduced to the maximum
extent practicable (MEP).
Each designated facility will be contacted in advance to schedule
a site inspection visit; please note that all initial inspections
must be completed by October 2007. The inspections will be conducted
by WGR Southwest, Inc., personnel. Upon arrival, WGR will conduct
a brief interview of the facility's site manager and an inspection
of the facility's interior and exterior to determine specific areas
of concern and BMPs. We request that a knowledgeable representative
be available to accompany the inspectors during the facility inspection
to answer any facility-specific questions that arise. WGR will distribute
educational materials provided by the Municipal Utilities Department
to the facility's site manager as appropriate. WGR will also provide
a copy of inspection form to the facility manager with corrective
actions noted on the form at the end of each inspection. Commercial
facilities with serious pollution problems observed at the site
will be given a Notice to Clean immediately and a reinspection will
be conducted as soon as is feasible. Each required inspection will be billed at the rate of $97.14 per inspection.
