  Housing Rehabilitation Program

Work in House

The Housing Rehabilitation Program was designed to provide financial assistance to low-income homeowners in making substancial interior and exterior repairs to bring the property to California building code standards.

Eligibility of participants is limited to owner-occupied, single family homes or two-units on a lot with one of the units occupied by the eligible owner. The property must be located within the city limits of Stockton.

General Terms

Loans are provided at zero (0%) to three (3%) interest and are assumable by qualified low-income buyers or heirs. Unpaid funds are due upon the sale of property or transfer of ownership. The first $5,000 may be in the form of a grant, if eligible or a $5,000 forgivable loan if applicant is under 60 years of age. After seven (7) years, the loan is forgiven if the title to the property has not changed. The property must be located within the city limits.
