Economic Stimulus Funds Available to Stockton

The American Recovery and Reinvestment Act of 2009, which is often referred to as the Economic Recovery Act, offers local government the opportunity to submit requests for stimulus funds from over 20 federal agencies. In some cases, a formula determines the amount of money for which the City of Stockton is eligible. Guidelines for each funding agency are very specific. An application and plans that meet the funding criteria must be submitted by deadlines established by each federal agency.


The City of Stockton has completed and submitted applications to several federal agencies. Applications are being prepared to meet established deadlines, and information is currently being gathered to submit for funding in those areas where the application date has not yet been determined by the federal agency.

One-time Direct Allocations - Housing Division:

Emergency Shelter Grant - Funding Available: $1,725,572

Revitalization department will use this funding for rental and relocation assistance to persons that are in need of emergency housing.

Community Development Block Grant - Funding Available: $1,128,456

Revitalization department will use these funds to provide gap financing for affordable housing projects that are shovel ready.

Funding Opportunities - Submitted, Not Selected for Funding by Granting Agency:

Broadband Technology Opportunities Program - Funding Available: $4.7 billion Police Department will apply for $3.63 million to expand the City wireless mobile communication system. This is a competitive application process, and the application date is tentatively set between July 2009 - September 2009.

Drinking Water State Revolving Loan Funds - Funding Requested: $50 million Requested funding for Delta Water Supply Project, February 26, 2009. Not selected for funding.

Clean Water State Revolving Fund - Funding Requested: $14 million

Requested funding for 3 projects: 1) Construction of a sanitary pump station and pipeline between Arch Road Industrial Business Park and just east of Highway 99 - $7.9 million; 2) Construction of a storm pump station South of Field Avenue and west of Buena Vista Avenue - $3.1 million; 3) Construction of a new pipe inside of a redwood pipe, north of Smith Canal from Pershing Avenue to just west of Interstate 5 - $3 million. All projects were not selected for funding.

Clean Diesel Reduction Program (Fleet) - Funding Requested: $984,000 Requested funding to reduce diesel emissions by the use of B-20 Bio diesel fuel, installation of Diesel Particulate Filters, and installation of low-rolling resistance tires, from three programs: 1) National Clean Diesel Funding Assistance Program; 2) SmartWay Clean Diesel Finance Program, and 3) national Emerging Technology Program.  This project was not selected for funding.
