F. Michael Taylor, City Auditor

BS Accounting, Virginia Tech, CIA, CPA (Virginia).
Mike has served as the City Auditor since 1994, when he came to Stockton to begin an independent performance audit function. Before coming to the City of Stockton, Mike served as an auditor and audit supervisor for the City of Roanoke, Virginia. He has also worked in public accounting and was controller for a non-profit organization. He is active in several professional organizations including Bay Area Local Government Auditors (BALGA), the Institute of Internal Auditors (IIA), and the Association of Local Government Auditors (ALGA). Mike is a past president of ALGA and a past board member of the Sacramento and Southwest Virginia chapters of the IIA. Mike is currently a peer review coordinator for ALGA. He also serves as the ALGA representative on the national coordinating committee for the Key National Indicators Initiative.

Jim Henthorn, Assistant City Auditor

Jim has been with the Office of the City Auditor since 1998. Prior to joining the Office, Jim worked for the Internal Audit Department of the California Department of Veterans Affairs. Before making the move to internal auditing, he worked as an auditor for state consumer protection agencies. Jim is a past president, and current board member of the Sacramento Chapter of the Institute of Internal Auditors, and is a ALGA member.

Vanessa T. D'Souza, Senior Deputy City Auditor

BS Business Administration - Accounting, University of the Pacific, CGAP.

Prior to joining the Office of the City Auditor in November 2000, she was a Federal government auditor for eleven and a half years with the Defense Contract Audit Agency in Oxnard, California. In December 2005, Vanessa earned designation as a Certified Government Auditor (CGAP).  She is the first and only CGAP in the City. Vanessa serves on the Education Committee of ALGA and is also a member of IIA, and AGA.

Nancy joined the Office of the City Auditor in January 2007. Prior to joining our staff, she was an operations supervisor for Financial Center Credit Union and a claims service adjuster for Allstate Insurance Company. Nancy is a member of the IIA.

Yi Lu, Deputy City Auditor I

Yi joined the Office of the City Auditor in March 2007. Prior to joining our staff, Yi was an associate faculty member for Butte College in Oroville, CA. He worked as a computer support specialist in New York City before moving to California. Yi serves on the web committee and academic committee of the Information Systems Audit and Control Association (ISACA) Sacramento Chapter, and is also a member of the Institute of Internal Auditors (IIA).
