City of Stockton Action Teams

To ensure that the goals and objectives of the City Council are met, the City Manager has created Action Teams. These Actions Teams often times are made up of members not just from city departments but may also include community members and representatives from other agencies. Including all players from various agencies in this collaborative effort avoids duplication of efforts and keeps all agencies working on an issue informed.


The following Action Teams have been created. Click on team name for more information, and for the most recent update reports to the City Council.
  • Airport Corridor Action Team - ACT
    Co-Chair: Katherine Gong-Meissner, City Clerk

    The Mission of the Airport Corridor Action Team (ACT) is to revitalize the Airport corridor neighborhood, plan for change, and implement urgent action required for the long term success and economic stability of the area. Input from the community and commitment from city and county government will be keynotes of this Action Team.

  • Community Health Action Team - CHAT
    Chair: Blair Ulring, Deputy Chief of Police
    Assistant: Jeanetta Ramirez
    The goal of the Community Health Action Team (CHAT) is to comprehensively evaluate and address safety and health based problem locations in the City to provide a healthy and safe living environment for residents. In its efforts to improve the quality of life in Stockton, the CHAT focuses on the operations of Multi-Family to Single Family Residences throughout the community by enforcing the City of Stockton’s Municipal Code. In addition, the CHAT conducts ongoing residential property inspections; eradicates neighborhood blight; and utilizes Problem-Oriented Policing (POP) strategies to address crime issues in the area of assignment, currently the Kentfield Road Area.

  • Downtown Action Team - DAT

    The purpose of the Downtown Action Team (DAT) is to revitalize downtown--a major Council priority. The DAT is comprised of City and County officials, Downtown Stockton Alliance, Greater Stockton Chamber of Commerce, and representatives from the development and business community. The DAT’s goal is to form an overall vision for the future of Downtown Stockton, create a set of key revitalization strategies, and identify top priority implementation actions on which to focus.

  • Kentfield Action Team - KAT

    The mission of the Kentfield Action Team (KAT) is to address the challenges of the neighborhood, revitalize, and create new opportunities. The Kentfield Neighborhood boundaries are El Dorado to the West, UPRR to the East, Calaveras River to the South and March Lane to the North. Part I crimes and police calls for service are among the highest rates in Stockton. Almost half of the residents live below the poverty level and more than 61% of all children live below the poverty level. The neighborhood is transient- 16% of households are owner occupied and only 35% of the residents lived in this neighborhood five years ago. Additionally, many residents are linguistically isolated which prevents the development of a strong social connection to neighbors.

  • Magnolia/Midtown Action Team - MMAT
    Chair: Christine Tien, Deputy City Manager

    The Magnolia/Midtown Action Team (MMAT) is the steering committee for Chair Gary Giovanetti’s Midtown/Magnolia Advisory Group (MAG). The goal of MAG is to revitalize the midtown area by promoting the “live, work, walk, learn” concept, encouraging owner-occupancy and emphasizing the historic significance of the area. The midtown area is bordered by Miner Avenue to the South, UPRR to the East, El Dorado Street to the West and Harding Way to the North.

  • Youth and Education Action Team - YEAT
    Co-Chair: Pamela Sloan, Director of Parks & Recreation
    Co-Chair: Natalie Rencher, Director of Library Services
    Assistant: Miranda Nighbor
    The Youth Education and Action Team (YEAT) focus is to engage Stockton youth and to build on and foster youth assets. YEAT activities include getting youth involved in City activities with the view that they will become active stakeholders in our community. YEAT has developed projects that focus on asset building, youth development through leadership, providing teens with resources, recruiting, and community projects. In addition, YEAT is co-sponsoring a Youth-in-Government event to help high school students become more knowledgeable about City government. Our newly designed Leadership Academy will begin in September. YEAT is committed to providing safe and positive alternative activities for youth and is committed to cooperation, integration and increased effectiveness of all youth services within the City of Stockton.
