The City of Stockton is working with the Kentfield neighborhood to study the benefits of forming Community Improvement Districts.  This is a tool that can enhance the assets and help address the challenges in this area.  The process requires residents and business owners to get involved.

The following actions are in process or have been completed during the 2006/2007 fiscal year:

• Consultant Charles Buki (czb.LLC) hired and assisted with 2 town hall meetings and 3 strategic meetings to engage neighborhood and made recommendations for key strategic actions to change the neighborhood market.
• The strategic Plan was approved by Council on November 14, 2006.
• Subcommittee meetings formed and meet monthly.
• Added one dedicated neighborhood officer to the neighborhood. Public safety directed patrol and key missions activities to the neighborhood which resulted in a 25.9% drop in part-one crimes in the neighborhood. (Statistics based on Jan-September 2005 vs 2006 pt one crime comparison)
• First beautification project completed.
• Planned Beautification of March Lane moving forward to design phase. The Strong Neighborhood Initiative Project prioritized March Lane Beautification in North Stockton Redevelopment Area for funding (to be brought before Council vote in 2007/2008).
• Code Enforcement ACE Team initiated action in two highest calls-for-service complexes in the multi-family area of the neighborhood. CHAT has taken over code enforcement for 100% compliance, zero tolerance approach to multi-family, residential and commercial blight-health-safety issues.
• 2006 2nd annual Park Celebration held at the neighborhood Park with over 2,000 in attendance.
• City of Stockton Housing Department is working with Bridge Housing of San Francisco to purchase and rehabilitate Kentfield Apartments at 4545 Kentfield Road.

The mission of the Kentfield Action Team (KAT) is to address the challenges of the neighborhood, revitalize, and create new opportunities. The Kentfield Neighborhood boundaries are El Dorado to the West, UPRR to the East, Calaveras River to the South and March Lane to the North. Part I crimes and police calls for service are among the highest rates in Stockton. Almost half of the residents live below the poverty level and more than 61% of all children live below the poverty level. The neighborhood is transient- 16% of households are owner occupied and only 35% of the residents lived in this neighborhood five years ago. Additionally, many residents are linguistically isolated which prevents the development of a strong social connection to neighbors.
